In Government Less Doesn't Mean Less, More Doesn't Mean More

I've known this for a while, but I realize many of us don't. Its worth repeating. When the Government says it cut the budget, it doesn't mean it's less. It means it grew by a smaller amount. I know, it's ridiculous but true.
